In March 2025, the UK higher education sector, in collaboration with Jisc entered negotiations with 5 publishers, Elsevier, Springer Nature, Taylor & Francis, Wiley and Sage. The aim of the negotiations is to secure agreements that are fair, equitable and that address the evolving needs of UK universities and the research community.
The current agreements we have in place with these 5 publishers are known as Read and Publish agreements or Transitional Agreements. These agreements have helped reduce costs and support compliance, however, progress towards full open access has been slow and many researchers in the UK and beyond still face barriers to publishing openly.
Key objectives for the negotiations include:
- Reduction in sector costs and increased efficiencies
- Increased access and equity
- Long term sustainability by shifting away from unsustainable pricing models
More information about the programme can be found on the Jisc web pages including a timeline and key dates – Next generation open access
We will share updates as negotiations progress but for any questions please get in touch.
