
{"id":488,"date":"2017-05-09T11:02:54","date_gmt":"2017-05-09T10:02:54","guid":{"rendered":"https:\/\/blogs.edgehill.ac.uk\/comment\/?p=488"},"modified":"2017-05-09T11:02:54","modified_gmt":"2017-05-09T10:02:54","slug":"why-andy-burnhams-manchester-could-change-the-face-of-uk-politics","status":"publish","type":"post","link":"https:\/\/blogs.edgehill.ac.uk\/comment\/2017\/05\/09\/why-andy-burnhams-manchester-could-change-the-face-of-uk-politics\/","title":{"rendered":"Why Andy Burnham&#8217;s Manchester could change the face of UK politics"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-477\" src=\"https:\/\/blogs.edgehill.ac.uk\/comment\/wp-content\/uploads\/sites\/202\/2017\/04\/18.Paula-Keaveney.jpg\" alt=\"\" width=\"7360\" height=\"4140\" srcset=\"https:\/\/blogs.edgehill.ac.uk\/comment\/wp-content\/uploads\/sites\/202\/2017\/04\/18.Paula-Keaveney.jpg 7360w, https:\/\/blogs.edgehill.ac.uk\/comment\/wp-content\/uploads\/sites\/202\/2017\/04\/18.Paula-Keaveney-300x169.jpg 300w, https:\/\/blogs.edgehill.ac.uk\/comment\/wp-content\/uploads\/sites\/202\/2017\/04\/18.Paula-Keaveney-768x432.jpg 768w, https:\/\/blogs.edgehill.ac.uk\/comment\/wp-content\/uploads\/sites\/202\/2017\/04\/18.Paula-Keaveney-1024x576.jpg 1024w\" sizes=\"auto, (max-width: 7360px) 100vw, 7360px\" \/><\/p>\n<p><a href=\"https:\/\/theconversation.com\/profiles\/paula-keaveney-259027\">Paula Keaveney<\/a>, <em><a href=\"http:\/\/theconversation.com\/institutions\/edge-hill-university-1356\">Edge Hill University<\/a><\/em><\/p>\n<p>So, with the result of the Greater Manchester metro mayor election declared, Andy Burnham completes his move from <a href=\"https:\/\/www.parliament.uk\/biographies\/commons\/andy-burnham\/1427\">opposition MP<\/a> to local leader. <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/counter.theconversation.edu.au\/content\/77258\/count.gif?distributor=republish-lightbox-basic\" alt=\"The Conversation\" width=\"1\" height=\"1\" \/><\/p>\n<p>Burnham\u2019s decision to stand for the new post was seen by many as a signal that for ambitious Labour politicians, the place of power may no longer be in Westminster but rather the <a href=\"http:\/\/www.local.gov.uk\/topics\/devolution\/combined-authorities\">combined authorities<\/a> \u2013 with all the powers they carry.<\/p>\n<p>In a similar vein, this election also saw <a href=\"http:\/\/steverotherammp.org.uk\/\">MP Steve Rotheram<\/a> \u2013 Jeremy Corbyn\u2019s parliamentary private secretary and occupant of the ultra safe seat of Liverpool Walton \u2013 decide he would rather be Merseyside\u2019s mayor.<\/p>\n<p>Greater Manchester is one of six metro mayor positions elected in the recent poll. And while each role has a slightly different combination of powers, it\u2019s argued that the Manchester role is the most significant.<\/p>\n<p>Here, those drawing up the <a href=\"http:\/\/www.local.gov.uk\/topics\/devolution\/combined-authorities\">combined authority remit<\/a> \u2013 which looks to cover <a href=\"https:\/\/www.greatermanchester-ca.gov.uk\/\">Greater Manchester<\/a> as a whole \u2013 have included policing and health along with the more expected responsibilities, such as transport. And in the run up to the election, lobbyists and think tanks have been <a href=\"http:\/\/www.centreforcities.org\/publication\/everything-need-know-metro-mayors\/\">quick to see the potential<\/a>, and the need to build alliances.<\/p>\n<h2>A victory for Labour?<\/h2>\n<p>While it will take some time before citizens in Greater Manchester, and the rest of the country, get an idea of just how much of a difference this new mayoral figure will make, the implications of the recent vote for political parties and for democracy can be examined straight away.<\/p>\n<p>Labour will of course point to this result as a sign of success. When <a href=\"https:\/\/theconversation.com\/sadiq-khan-british-dream-now-a-reality-for-londons-first-muslim-mayor-58945\">Sadiq Khan won the London contest<\/a>, much was made by Labour of the victory here. But it will be harder for Corbyn and others to make as much of Greater Manchester.<\/p>\n<p>This is mainly down to the fact that in London there was a contest \u2013 or at least the perception of a contest \u2013 between <a href=\"https:\/\/theconversation.com\/who-are-the-main-contenders-for-london-mayor-and-what-do-they-stand-for-57391\">Khan and Zac Goldsmith<\/a>. Whereas in Manchester, while it is true that other candidates have worked hard, no one was realistically expecting anything other than a Labour win. The combined authority is made up of ten local authority areas, nine of which are currently Labour led.<\/p>\n<p>But beside the immediate spin, there is a bigger strategic point here. Because if Labour is smart, it could use its position in city regions \u2013 such as in Manchester \u2013 to build and maintain a reputation for running big things well.<\/p>\n<p>This could mean that Manchester may well turn out to be of great use to the party as a way of demonstrating ability on a significant stage.<\/p>\n<p>But of course that in itself will depend on making the rest of the country, and the nations voters, all realise that the stage is in fact significant.<\/p>\n<h2>Low turnout<\/h2>\n<p>But despite Bunham\u2019s win, many of course will be concerned about <a href=\"http:\/\/www.itv.com\/news\/granada\/update\/2017-05-05\/voter-turn-out-for-greater-manchester-mayor-under-30\/\">poor turnout<\/a> \u2013 which <a href=\"http:\/\/www.itv.com\/news\/granada\/update\/2017-05-05\/voter-turn-out-for-greater-manchester-mayor-under-30\/\">was 28.93% for Greater Manchester<\/a>. For a big job with big responsibilities, this is a poor level of voting.<\/p>\n<p>Similarly <a href=\"https:\/\/theconversation.com\/its-little-wonder-people-arent-showing-up-to-vote-for-police-commissioners-33698\">low levels of voter turnout<\/a> were previously seen when the regional police and crime commissioner roles were initially introduced. And it is true that it takes a while for people who are not political obsessives to get used to innovations like this.<\/p>\n<p>Nevertheless, there will be work to be done to make people both aware of the metro mayor role, and convinced of its democratic legitimacy.<\/p>\n<p>But low turnout figures and awareness aside, the role could clearly play a key role for Labour\u2019s regional strategy.
