{"id":1171,"date":"2020-04-07T10:43:39","date_gmt":"2020-04-07T09:43:39","guid":{"rendered":"https:\/\/blogs.edgehill.ac.uk\/comment\/?p=1171"},"modified":"2020-04-07T10:50:01","modified_gmt":"2020-04-07T09:50:01","slug":"how-do-parliaments-cope-in-a-lock-down","status":"publish","type":"post","link":"https:\/\/blogs.edgehill.ac.uk\/comment\/2020\/04\/07\/how-do-parliaments-cope-in-a-lock-down\/","title":{"rendered":"How do Parliaments cope in a \u2018lock down\u2019?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In a public health crisis such as coronavirus, buildings\nhave had to be closed and gatherings banned.&nbsp;\nThat has included political institutions such as the House of Commons,\nwhich went into recess early.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet if Parliament cannot meet, not only can there be no\nlegislative progress, there also can\u2019t be proper scrutiny of the\nGovernment.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem is not just a UK Parliament one, bodies around\nthe world are having to find ways of balancing protecting health with\nprotecting democracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those familiar with the UK House of Commons and Lords will realise the problem.&nbsp; Members are crowded onto benches.&nbsp; Voting takes place in jammed division lobbies.&nbsp; The maze of passage ways doesn\u2019t lend itself to social distancing.&nbsp; &nbsp;Before&nbsp;Easter\u2019s early recess, changes were made to make protection a little easier.&nbsp; This&nbsp; saw a \u201ctwo-shift\u201d Prime Minister\u2019s Questions in which MPs swapped over at half time to allow more to take part and observe distancing.&nbsp; Questions remain&nbsp; however about what might face MPs on their scheduled return on 21 April with the Speaker and others examining whether some MPs <a href=\"https:\/\/www.parliament.uk\/business\/news\/2020\/april1\/speaker-urges-virtual-parliament-to-keep-up-commons-scrutiny\/\">could take part remotely<\/a>.&nbsp; If possible and agreed, that could mean a very different feel to Prime Minister\u2019s Questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Commons recess doesn\u2019t necessarily mean an end to\nactivity.&nbsp; Select Committees have been\nmeeting and taking evidence remotely with, for example, <a href=\"https:\/\/committees.parliament.uk\/work\/184\/home-office-preparedness-for-covid19-coronavirus\/\">the\nHome Affairs Select Committee<\/a> holding a video conference with witnesses on\n6 April.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was some disquiet about the earlier than expected\nstart to the recess.&nbsp; Some opposition MPs\nargued that the scrutiny and challenge role of Parliament could not be carried\nout if Parliament was not sitting somehow.&nbsp;\nIn the weekly Questions to the Leader of the House on the day before the\nrecess was to start, Labour MP Wes Streeting said this: \u201cI understand the\ndifficulties that we are in, but I have to disrupt the consensus: I do not\nthink it is right for Parliament to go into recess early, and I am worried\nabout how long it will be until we return. I hope that the Leader of the House\nwill guarantee that we will return on the date in April when we are due to do\nso\u2026.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Scottish Parliament met to vote on <a href=\"https:\/\/bb.parliament.scot\/#20200401\">its Coronavirus Bill<\/a> on 1 April\nand is now in a planned recess until 20 April.&nbsp;\nThe design of the chamber makes it easier for Members of the Scottish\nParliament to maintain distance.&nbsp; There\nare individual desks, which&nbsp; means\nmembers can spread out.&nbsp; Voting is\nelectronic which means no crowding though lobbies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Welsh Assembly meanwhile <a href=\"https:\/\/www.assembly.wales\/en\/newhome\/pages\/newsitem.aspx?itemid=2088\">lowered\nits quorum<\/a> \u2013 the minimum number of members having to be in the chamber for\nplenaries and then introduced &nbsp;<a href=\"https:\/\/www.assembly.wales\/en\/newhome\/pages\/newsitem.aspx?itemid=2090\">on\nline meetings<\/a> of the body.&nbsp; It has\nanother plenary meeting to go before Easter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As governments around the world take more powers and\nParliaments are less able to meet thought has been going on elsewhere about how\nto maintain scrutiny.&nbsp; One of the more\nimaginative approaches comes from New Zealand where a <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/apr\/03\/in-the-absence-of-parliament-we-must-ensure-new-zealands-response-to-covid-19-is-the-best-it-can-be\">special\nselect committee<\/a> has been set up, with majority membership from opposition\nparties, to scrutinise the Government specifically over its response to\ncoronavirus. The committee meets on line and it is broadcast on the\nParliament\u2019s TV channel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Australia there has been <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/apr\/03\/parliament-sat-during-world-war-two-and-spanish-flu-morrison-should-not-be-cancelling-it-for-coronavirus\">fierce debate<\/a> about the suspension of Parliament.&nbsp; The Government planned a suspension until August, but has had to recall members for at least one debate for legal reasons. Opponents of the suspension argue that other crises have not stopped Parliament and that democracy is at stake.<\/p>\n\n\n\n<div class=\"wp-block-image is-style-default\"><figure class=\"alignleft size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"681\" src=\"https:\/\/blogs.edgehill.ac.uk\/comment\/wp-content\/uploads\/sites\/202\/2016\/02\/eu-1024x681.jpg\" alt=\"EU flags in front of European Commission\" class=\"wp-image-240\" srcset=\"https:\/\/blogs.edgehill.ac.uk\/comment\/wp-content\/uploads\/sites\/202\/2016\/02\/eu-1024x681.jpg 1024w, https:\/\/blogs.edgehill.ac.uk\/comment\/wp-content\/uploads\/sites\/202\/2016\/02\/eu-300x200.jpg 300w, https:\/\/blogs.edgehill.ac.uk\/comment\/wp-content\/uploads\/sites\/202\/2016\/02\/eu-768x511.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Nearer to home, the European Parliament, surely one of the\nlargest single group of Parliamentarians in the world is meeting (mainly) on\nline and voting on line. Changes were introduced for the late March plenary\nwith only a few members needing to be in the chamber but <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20200325BKG75805\/q-a-on-extraordinary-remote-participation-procedure\/1\/how-will-the-vote-technically-work\">everyone\nable to vote electronically,<\/a> wherever they were.&nbsp; Political groups were still concerned that\nMEPs needed to do more to fulfil their roles to represent and to\nscrutinise.&nbsp; This has led to <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20200330IPR76105\/european-parliament-to-hold-extraordinary-plenary-on-16-and-17-april\">a\nspecial session<\/a> being organised for late this month (April).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other European Parliaments have adopted rules to allow on\nline meetings.&nbsp; Poland\u2019s lower house, the\nSejm, had to have an in <a href=\"https:\/\/notesfrompoland.com\/2020\/03\/26\/polish-parliament-approves-moving-its-work-online-during-coronavirus-crisis\/\">person\nmeeting to do so<\/a> in late March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parliaments are having to walk the line between safe\noperation and ensuring they do their job.&nbsp;\nBut the forced changes of these months may well cause rethinks across\norganisations about how best they do their work.&nbsp; Perhaps some of the old customs will go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edge Hill University\u2019s <a href=\"https:\/\/www.edgehill.ac.uk\/law\/courses\/politics\/\">political degrees<\/a> include advanced material on Parliaments and how they function.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The featured image on this blog is a still taken from UK Parliament&#8217;s video <a href=\"https:\/\/www.youtube.com\/watch?v=ENIW7i48xHA\"><em>The House of Commons Chamber. <\/em> <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In a public health crisis such as coronavirus, buildings have had to be closed and gatherings banned.&nbsp; That has included political institutions such as the House of Commons, which went into recess early.
